Immigration and travel-related implications of the coronavirus pandemic – Europe and North America

This article provides an overview of policies and procedures related to the novel coronavirus/COVID-19 outbreak in various countries, as of late March. The article includes brief updates on European Union Member States and the U.S. borders with Canada and Mexico, followed by country-by-country summaries. The situation is rapidly evolving day by day, and many countries are escalating restrictions on travel, borders, airports, and ports. Before traveling, check with the country of destination and the airline about what measures are being enforced.

European Union Member States

EU Member States have implemented various measures and restrictions for coping with the coronavirus crisis. U.S. Borders with Canada, Mexico

President Trump and Canadian Prime Minister Justin Trudeau agreed to close the U.S.-Canada border as of March 18, 2020, to “non-essential traffic,” such as recreation and tourism, for an indefinite period. President Trump tweeted that “[t]rade will not be affected,” and workers who live on one side and work on the other are expected to continue traveling across the border for work. Similarly, the United States and Mexico are limiting nonessential travel across the border, with exceptions.

ITALY: Travel Opening to Canada, Japan, and U.S. Visitors

Travelers from Canada, Japan, the United States, and list D countries no longer need a specific reason for entering Italy, but they must still meet requirements related to COVID-19 status. Since May 2021, travelers from Canada, Japan, and the United States are no longer required to have a specific reason for entering Italy. This also applies to travelers from other list D countries (Australia, New Zealand, Rwanda, Republic of Korea, Singapore, Thailand). These travelers must fill in a digital Passenger Locator Form, inform the Prevention Department of the local health authority when they enter Italy, present a negative molecular or antigen swab test taken within the last 72 hours before entering Italy, and quarantine for 10 days. After the period of self-isolation, another molecular or antigenic test must be taken. Travelers can avoid the obligation of presenting the swab test and self-isolating if they have a Covid Certificate (also known as Green Pass or Covid-19 Green Certificate) issued by the local health authorities in Canada, Japan, or the United States.
