CANADA: Ontario to Introduce New Permanent Residence Program to Attract Foreign Talent in 2020

The Ontario Immigrant Nominee Program (OINP) will introduce a new permanent residence pilot program, entitled the Regional Immigration Pilot, in early 2020, which will set aside 150 nominations for permanent residence in the Employer Job Offer stream for foreign nationals intending to settle in selected small and rural communities.

Eligibility: Since the Regional Immigration Pilot program works within the existing Employer Job Offer stream, foreign nationals will have to meet the requirements of one of the three categories within this stream in order to be eligible for the pilot program.

Selected communities in Ontario: Chatham-Kent; Cornwall; and Belleville/Quinte West. These communities were selected based on specific skilled labor challenges; their ability to support foreign nationals settling in their communities and interest from the communities.

Application process: Monitor the OINP website for specific application details, to be released in early 2020.

How Will the Regional Immigration Pilot Program Help Employers?

Participating employers in the selected communities in Ontario will have a larger pool of candidates to hire from in order to fill their labor market needs. The Department of State (DOS) announced on January 21, 2022, that due to “severely limited consular operations in Moscow,” DOS has designated multiple posts for processing certain nonimmigrant visa applications from persons resident in Russia. The agency noted that this designation does not prevent Russia-based F, M, and J applicants from applying at other posts where they are physically present. This designation also does not exempt travelers from the Centers for Disease Control and Prevention’s (CDC) requirement that all air travelers to the United States be vaccinated against COVID-19 with a World Health Organization emergency use-listed vaccine, DOS said. RUSSIA: Agreement with the Republic of Tajikistan Regarding Organized Recruitment

Summary of the Issue: An agreement with the Republic of Tajikistan regarding organized recruitment of Tajik citizens for temporary work in Russia has been ratified. Federal law has ratified an agreement between the governments of the Russian Federation and the Republic of Tajikistan regarding organized recruitment of Tajik citizens for temporary work in the territory of the Russian Federation. The agreement emphasizes the priority of collective employment of Tajik citizens in Russia, although the agreement does not prohibit Tajik citizens from searching for employment individually. Practically, this means that a Tajik citizen who would like to work in Russia will file an application with the responsible government agency in Tajikistan. This agency will: Review the application; Inform about open vacancies in Russia; Discuss candidates for employment with the employer in Russia; Help with preparation for exams: Russian language, history, basics of legal knowledge; Conduct medical tests; Review candidates’ criminal history; Discuss the text of the labor agreement with the employer; and Organize transport to Russia and back .Additionally, the responsible agency in Tajikistan will sign agreements with employers in Russia for the collective supply of candidates for open vacancies.
